Jay Julian
Chief Economic Development Officer, President/CEO
Jay is a native Hoosier, born and raised in Marion, IN. He earned his Bachelor of Arts degree at Millikin University, Decatur, IL in 1979. Jay joined the Muncie Chamber of Commerce on July 1, 2009. Julian is the former Executive Director of Development Services with City of Marion, IN. Prior to this, he was the Planning Director for the City of Anderson, IN. Jay has received awards for IACT Economic Recovery, Historic Preservation Commission Award, and Indiana Black Expo Chairman’s Award.

Vice President, Economic Development
In her role at the Economic Development Alliance, Ms. Lutton leverages economic development resources to sustain and enhance the economic growth, vitality and global competitiveness of Muncie-Delaware County as a superior business location. Lutton markets the community locally, regionally, nationally, and internationally to private investors, corporations, and site selectors through recruitment trips, website, tradeshows and other methods. Traci has knowledge and experience with a range of site selection and development services.

Ashley Surpas
Economic Development Project Manager
Ashley Surpas, from Muncie, Indiana, came to the Muncie-Delaware County Economic Development Alliance in July of 2012 after graduating from Ball State University with a Bachelor of Political Science, a Master of Public Administration, and a Master of Executive Development for Public Service. Surpas volunteers with Project Leadership in Delaware County and serves on the Anderson-Muncie Public Transportation Coalition.

Controller
Brandy Washler joined the Muncie-Delaware County Chamber of Commerce and Delaware Advancement Corporation as Controller in 2018. Washler graduated from Indiana University with a Bachelor’s degree in Business and Economics and is currently pursuing her MBA through Purdue University. Previous work experience includes 15 years in banking, finance, and nonprofit management. In her free time, Brandy enjoys boating, travel, watching sport,s and family time with her husband and two sons. Born in Connersville, she is a lifelong resident of Indiana.

As the Membership Director for the Chamber, Erin is responsible for membership sales and retention. She also works to develop and implement programs and opportunities that provide value to Chamber members.

Brenda Brumfield
Director of Community & Government Relations
Prior to joining the Chamber team, Brenda was a legislative aide for the Indiana House of Representatives, and a speechwriter for the House Republican caucus. Brumfield joined the Chamber staff in 1992. She worked as the Director of Advocacy until 1998 when she left to pursue other opportunities with her growing family. She rejoined the Chamber team as Director of Community & Government Relations in May of 2007. Her responsibilities include serving as a liaison between the business community and elected officials at the local, state and national level. She also plans events to allow chamber members the opportunity to interact with elected officials. She earned her undergraduate degree from Indiana State University in Terre Haute.

    Waelz Sustainable Products LLP (WSP), a joint venture between Indianapolis-based Heritage Environmental and Monterrey, Mexico-based Zinc Nacional, announced plans today to establish operations in Muncie, creating up to 90 jobs over the next several years.     Delaware County - Certified Work Ready Community
    Delaware County has become the third Certified Work Ready Community in Eastern Indiana through ACT, completing 100 percent of its goals. The County joins Randolph and Rush Counties in this accomplishment. ACT launched its national Certified Work Ready Communities (CWRC) initiative in 2011. In June 2013, ACT began accepting applications directly from counties interested in participating, where there was not a statewide ACT CWRC program in place. Delaware County and other Eastern Indiana counties took advantage of this opportunity.

    Regional Cities Funding Announced
    In 2015, the Indiana Regional Cites Initiative brought together 48 counties across the state, and hundreds of local city leaders with one goal in mind: “Making Indiana a great place to both live and work.” Seven regions presented their visions for the future and competed for a chance at $84 million in funding. At a meeting held in Indianapolis yesterday, the Indiana Economic Development Corporation (IEDC) announced it has awarded three Phase I regional development plans, North Central, Northeast, and Southeast $42 million each in funding to help address projects identified in those regions’ plans.  Members of the Strategic Review Committee and the IEDC both noted the difficulty of the decision, as they felt that all seven region’s plans were outstanding.

    American college towns are becoming appealing places to live – for all ages, from retirees to young people.  They are looking for the cultural events, quality of life, sports and recreational activities, community engagement opportunities, job opportunities and entrepreneurial spirit found in college towns.  The realtor.com data team ranked more than 300 college towns by median home price to determine the top 10 least expensive and top ten most expensive college towns.  Muncie, Indiana, home of Ball State University and Ivy Tech Community College leads the nation in affordability with a median home price of $77,900.  The college town criteria specified areas where student residents were greater than 5,000 and made up more than 20% of the community’s total population.  Eight of the ten least expensive college towns are located in the Midwest.

The Regional Cities Initiative is an opportunity for regions within the State of Indiana to collaborate, identify projects, and put together regional solutions to quality of life issues that directly relate to the attraction and retention of talent. These community-based plans are to provide a bold vision that will lead to transformational change within the Region and seek to grow the Region into a nationally-recognized destination of choice for talent and investment. To help incentivize local communities to undertake Regional Development Plans, the state of Indiana has set aside $84 million from the tax amnesty program to partner with communities in the funding and implementation of projects identified in the plans. “ADVANCE – A Vision for East Central Indiana,” is the name of the area’s Regional Development Plan (RDP) that will compete with six other Regions across the state for a slice of this funding.

    For years, the site known as the Holiday Cleaners at the corner of Madison and Main Streets will become a new gateway to Muncie’s Downtown called Cornerstone Park.     The Delaware County Council unanimously approved a five-year tax phase-in (tax abatement) incentive on a $450,000 capital investment to Artisan Tool and Die, LLC.  The company, located on State Road 28, started out in 1980 as a small machine shop designing and building some very precise injection molds. It has continued to grow over time and has turned into one of the most advanced heavy mold repair and modification facilities in the Midwest.

    Caterpillar Inc.'s Rail Division, which includes Electro-Motive Diesel, Inc., (EMD) a subsidiary of Progress Rail Services Corporation, announced today it has signed an agreement with the Southern California Regional Rail Authority (Metrolink) to supply up to 20 EMD F125 low-emission Spirit series passenger locomotives for operation on Metrolink, the commuter rail service provider in Southern California. With this announcement, Metrolink becomes the first passenger railroad to purchase new transit locomotives designed to meet U.S. EPA Tier 4 emissions standards in North America. Delivery will begin in 2015.

    The Muncie-Delaware County Economic Development Alliance announced the relocation of the Townsend Corporation Corporate Headquarters from Parker City, IN, to the 63,000 sq. ft. former Ontario Systems Building, located at 1120 W. Jackson, St.  The headquarters will be occupied more than 35 employees on the Townsend executive and support staff, resulting in approximately $3 million in annual payroll. Additionally, the company plans to make nearly $1 million in improvements to the facility.

    Local government and business leaders joined Sallie Mae officials in announcing a major expansion of the Muncie customer service center.  Sallie Mae, the nation’s No. 1 financial services company specializing in education, will add 200 new jobs and invest as much as $5 million in real estate improvements and technology. A 20,200-square foot building expansion will provide work space to raise Sallie Mae’s employment level in Muncie to 900 employees with over $30 million in annual payroll.  The expanded facility located in Muncie’s Airpark Industrial Park will be nearly 75,000 square feet.

    Twoson Tool / Mursix Corporation Expanding
    At an 11:30am news conference held at the Horizon Convention Center in Muncie, Twoson Tool, a division of Mursix Corporation announced that it would be expanding, purchasing the TK Constructors building in the Park One Business Park, adding a 100,000 square foot addition and adding between 150 and 250 new jobs with a projected annual payroll of $4.7 to $7.9 million. The total investment from the project is projected to be in excess of $12 million. Mursix, headquartered in Muncie-Delaware County, is a full service manufacturer providing engineering and product realization services to high tech industries such as medical, communications, automotive and appliance.
