    Position: President, CEO and Chief Economic Development Officer

    POSITION:  President, CEO and Chief Economic Development Officer
     
    OVERVIEW:
     
    The President is the Chief Executive Officer of the Chamber and, working closely with public sector leaders, serves as the Chief Economic Development Officer for the community.  The CEO reports to the Board of Directors of the Chamber for the full range of Chamber activities and to the Delaware Advancement Corporation Board on economic development activities funded through DAC.  The CEO will initiate and coordinate the Chamber and DAC Program of Work documents, organizational structure, recruitment and motivation of volunteers, income, and expenditures, maintenance of membership, employment, training, and supervision of staff, interpretation of policy, maintenance of quarters, government relations, and long-range planning.  The priority objective of this position is the creation and retention of jobs through developing and strengthening partnerships with all public and private entities involved in local and regional economic development.  The President serves as spokesperson for the Muncie-Delaware County business community and is a representative for Muncie-Delaware County in regional, state, and national affairs.
     
    REPORTS TO:  Board of Directors of the Muncie-Delaware County Chamber of Commerce (Chamber) and the Board of Directors of Delaware Advancement Corporation (DAC).
     
    EDUCATION:  Bachelor’s degree strongly preferred.
     
    CERTIFICATION:  Prefer successful completion of economic development and/or chamber certification or programs.  Examples would include a Certified Economic Developer (CEcD) or the Institute for Organization Management (IOM) program.
     
    BACKGROUND:

    • Require a minimum of 10+ years of successful senior leadership experience, preferably in the Economic Development or Chamber of Commerce sector. 
    • Other acceptable experiences may be from the for-profit or not-for-profit sectors, including community development, workforce development, or talent management.
    • Demonstrated experience supporting and developing diversity and inclusion initiatives.
    • Strong desire for experience working in close collaboration with a volunteer board of directors and volunteer committees.
    • History of participation and leadership in successful economic development activities and demonstrated successful engagement, partnering and alliance building with a broad range of constituencies.
    • Demonstrated experience leading quality of life initiatives which may include workforce development, education, health, and talent recruitment.
    • Understanding and experience with financial tools of economic development is desired.  Examples would include site selection and development, bond issuance, and grant writing.
    • Prefer fiscal experience with an organization as well as other key management functions including advocacy, marketing, membership services and recruiting, developing, motivating, and retaining a strong and diverse staff.
    • Experience overseeing the development of a large number of relevant, volunteer-driven programs as well as fundraising for not-for-profit and/or local community projects.
    • Prefer experience leading the development of a vision or sense of purpose for an organization that enlists the support of the community.
    • Prefer experience communicating successfully with State and Local agencies, including the Indiana Economic Development Corporation.
    • Prefer experience with and knowledge of business retention programs.
    • Experience collaborating with local and regional business coalitions/entities is required.
    • Social media awareness is preferred.
    • Prefer experience in a results-driven environment with the ability to measure progress.
    • It is expected that the CEO will live in Delaware County.

    RESPONSIBILITIES:
     
    The CEO is responsible for leading the preparation of a five-year strategic plan, identification of Chamber of Commerce and Economic Development needs, and for the preparation of a Program of Work document designed to meet these needs.  Create a strong Quality of Life / Quality of Place business development strategy for Muncie and Delaware County.  This involves a constant evaluation of programs, with recommendations for change as needed and a system of measurement to track progress toward attainment of program and community goals. 

    • Ensure that the Chamber of Commerce effectively anticipates, identifies, and provides solutions for Chamber members and community challenges/opportunities.  The incumbent will recommend to the Board(s) such changes in structure as are needed and maintain operating systems to implement the Chamber’s Program of Work document with maximum efficiency in support of 700+ Chamber members.
    • As the primary economic development agency in the community, responsible for the achievement of job creation and retention goals established for the community.  In fulfilling these responsibilities, the CEO must be capable of strengthening and expanding strong alliances with key leaders in business, the community, elected governmental officials, educational leaders, and the chamber membership to maximize the impact of job creation and retention for the community.  Fundraising associated with the economic development effort will be the responsibility of this position in support of DAC.
    • Responsible for developing the full scope of the Chamber budget and the economic development segment of the DAC budget.  As approved by the Board(s), responsible for all expenditures within the framework of the budgets.  The incumbent will ensure that financial records of both organizations are accurately maintained and audited annually and will seek maximum staff efficiency in all financial procedures.Mobilize and convene the community around specific initiatives to assist in providing and maintaining a strong business climate.  Serve on a variety of independent or partner business initiatives, including Next Muncie.  Establish/foster collaborative relationship with economic development “centers of influence” on a local, regional, and national level.Responsible for maintaining programs which effectively serve the needs of the membership and for maintaining the membership levels necessary to generate adequate operating revenues.  Work to ensure maximum participation and engagement of Chamber members and the appropriate recognition of volunteer leadership.
    • Responsible for the employment of all staff personnel, the assignment of their duties, the supervision of their work and the establishment – within the framework of the approved budget – of the terms of their employment.  As indicated by the Program of Work and with consent of the Chamber Board, create departments as are needed to implement the Program.  Develop and conduct continuing on-the-job training programs, and will ensure participation in professional conferences, seminars, and institutes as are needed to develop and maintain operations at peak efficiency.
    • Ensure that Chamber policy, as is established by the Board(s), is properly recorded in minutes and policy statements.  Assist the Board(s), committees, members, and the staff in interpretation of policy in relation to any given question or program.  Assist the Chair of the Board in preparation of statements of Chamber position on public issues.
    • Initiate and manage a systematic program of strategic planning, addressing economic development and other Chamber activities.  Under the direction of an annually changing roster of directors and officers, responsible for maintaining continuity and consistency in leadership and programming.
    • Represent the Chamber of Commerce and DAC in meetings of local, state, and national organizations.
    • Participate in Board member recruitment.
